PUMPKINFEST 2011

OFFICIAL RULES:

  1. All play is governed by USARFU law.
  2. All teams must be enrolled in the current year's Club and Individual Participation Program (CIPP). All clubs must carry liability insurance and individual players are required to carry health insurance.
  3. All clubs must be members in good standing with their respective local area unions.
  4. Team rosters are unlimited. Teams entering more than one side will be allowed to cross-roster an unlimited number of players.
  5. Each team will be allowed a maximum of 7 substitutions per match. Any player who leaves the pitch due to injury may no re-enter that match. She may play subsequent matches at her own discretion except in the event of a head injury. In this case she must obtain appropriate medical clearance before taking the field in another match.
  6. Each team is expected to provide knowledgeable touch judges for each game except for the tournament finals.
  7. Each team must wear numbered and matching kit. In the event that opposing teams wear similarly colored jerseys, the team geographically closer to Philadelphia is responsible for obtaining alternative jerseys.
  8. All teams are required to be ready for kickoff a maximum of 5 minutes after the appointed game-time. Any team not prepared after this grace period will forfeit by a score of 7-0.
  9. All Pool Matches are 2 - 22 min halves with a running clock. Consolation and Semi Matches are 2- 25 min halves with a running clock. Finals are 2 - 30 min halves with a running clock.
  10. Sunday's rankings will be determined using the following criteria in the following order: W/L, head to head, differential, points for, points against. If there is still a tie, the captains will play rock, paper, scissors; best out of 3.
  11. Only the semifinals and the final match (in both divisions) will be eligible for overtime in the event of a tie after full-time. No substitutions will be allowed except for injury before the start of an overtime period.
    • Semifinals: One 15 minute sudden death overtime period then kicks beginning 15 meters from goal moving back 5 meters after each successful kick. Only players on the field after the overtime period will be eligible to kick.
    • Final: One 15 minute overtime period (NOT sudden death), followed by one 15 minute sudden death overtime period, followed by kicks beginning 15 meters from goal, moving back 5 meters after each successful kick.
  12. Any player ejected from a match for disciplinary reasons will not be allowed to participate for the remainder of the tournament. The referee is responsible for filling an appropriate report with the EPRU and the player's local area union.
  13. Questions regarding the interpretation of these rules should be brought to the attention of the Tournament Director, preferably before the start of the tournament.
